Sources for the 87% and 40% numbers: The 87% figure is from a 2008 telephone survey conducted by Management Partners for the City of Santa Clara 8 years after the Code of Ethics & Values was approved and the “Make It Real” implementation program started. This was a random sample survey, generalizable to the city as a whole. The question was, “Overall, would you say the City of Santa Clara is going in the wrong direction/right direction. 87% said “Right Direction.” In 2008, 91% answered this way, but that was a paper and web survey, not a telephone survey.
